Has anyone out there planned for unfinished bonus area in their home - to be finished after you receive your CO?

We are building a 2,649 sq ft one-story house in central Florida, and have an upper 1,000+ sq ft built into our trusses for future expansion.

I am wondering how far we can take it before we upset the county - I want to be able to finish it off myself after we move in, and take my time, but obviously it would make it easier to stub out plumbing, electrical, and HVAC while we are building the house. We already have the plans for the upstairs areas, although of course we didn't submit it with the plans we submitted to the county - but the subs could easily work off those and stub out the necessary items. Not necessarily plumb or wire the areas, but just bring what they need to nearby so we can easily connect up later.

I'm not trying to buck the system, I just want to know how the inspectors look at unfinished area and what they expect/won't allow you to do in preparation for future expansion.

We're doing the same thing on a similar-sized home here in Texas. Your notes are pretty close to the process we are following. A neighbor did the same thing to save the upfront costs on the home. The only issue was that the ultimate finish-out couldn't be wrapped into the existing mortgage.

Our unfinished area is planned to include framing, roofing, insulation, floor sheathing (plywood), rough electrical, sheetrock - taped/floated, but not textured/painted. No fixtures, plumbing stubbed, no cabinetry, no carpet on the stairs leading up to the space.

I'd really check with your city or county where you pulled the permit. Our city was pretty strict about how "unfinished" our unfinished basement had to be to still qualify as unfinished in our original permit... only basic electric, can't even recall if we could do drywall, but I don't recall all the details.  

We plan to finish it someday (hopefully sooner than later) but we will have to pull a new permit when we're ready. This may not be your experience, but that's how our city is dealing with unfinished areas. Hope this helps.

Good call, Julie. We're in county jurisdiction, not city. I'm sure the City of Austin would have other requirements.
