My county (Kern) websites for EHS, Building Inspection, Planning, Tax Assesor, they have all the critical information in PDF format that makes it easy to comply with codes and submission guidelines. Great to have all the info at your fingertips.

and a myriad of other's mostly to cost out materials at retail prices for budgeting purposes. (I chose these for suppliers as they are relatively local to my building site, and will save a lot of money on shipping and storage costs, and reduce my materials on site to minimize theft potential.)

I use full retail for budgeting on the materials and supplies, this builds in a small contingency and does not account for any discounts I can negotiate or sale items I may discover. This little bit of padding has worked well on other complicated projects that I have overseen.

Of course, I will also put aside an additional 10% of my final budget for cost overruns and unforseen situations. I have overseen large technical projects valued at many millions of dollars, usually other people's money, so the risk was relative. Now, this will be all me, my resources, my money, my ingenuity and ultimately my rewards. I have been successful in the past and will be successful with this endeavor. I have spent thousands of hours planning, designing, specifying, researching and learning just about everything I can to try to make this a smooth operation.
 
Why are you considering owner-building?
 Because home prices in Southern California are insane. I can build a much nicer, better quality, highly efficient, energy independent home myself than what is being offered in the same price range for something that probably should be bulldozed.

I love the freedom of the design, the choice of my location (Yes, the views are spectacular!) and the feelings of pride and accomplishment that will go with building my own home, with my own hands. I will sub out some things that I would rather not deal with, but the lion's share will be done by me and a few choice friends carefully blackmailed to provide their services. j/k about the blackmail... B^)  (or am I?)
